Job Summary:
Responsible for procuring work for the company through estimating and negotiating civil construction projects. The estimating function requires thorough understanding of all phases of civil construction work, precise scope takeoffs, detailed activity pricing for labor,
material, equipment and subs. Prepare a bid presentation for detailed review by the management team including all bid proposal documents, creative construction strategy, means and methods, resources and schedule. Negotiated work will require strong
communication and presentation skills to ensure the client understands why we are the best value to build their project.
Minimum Qualifications:
1. Honesty, Integrity and high moral character. Able to work independently and or in a team environment.

2. Construction Management degree or equivalent experience. Proficient in math equations and English grammar and writing skills.

3. Energetic Team professional able to excel in a fast paced detailed and responsible environment. Understands the estimating function, the gravity and importance of precise estimates as they are the first and most important aspect of a successful construction business.

4. Thorough knowledge of all aspects of Civil construction work, TXDOT highway, Municipal agency and Private projects.

5. Proficient with various software programs to include HCSS Heavy Bid, Agtek Takeoff, Microsoft Office, Oracle P6.
Duties and/or Responsibilities:
1. Review construction periodicals for construction opportunities. Procure project documents, visit project location to thoroughly understand project conditions and constraints. Take pre-bid project photographs for future reference, and use for documentation and project presentation to review team. Analyze plans and specifications, lead project brainstorm meeting with team construction professionals gleaning their ideas and expertise, devising a unique construction strategy to create a competitive edge. Single handedly prepare comprehensive and precise quantity and volume takeoffs and build complete and detailed bid estimates of labor, material, equipment and sub contractors. Review and evaluate past projects costs for use in substantiating current estimated budgets and preparation of bid review documents. Contact project design and or governing entity to obtain pre-bid project clarifications. Identify subcontractor scopes and solicit bids from multiple entities to ensure comprehensive and competitive pricing
and scopes. Consults with clients and vendors to not only build strong relationships, but to better understand needs and requirements.

2. Prepare and lead the project estimate review meeting, present detailed project scope, estimate strategy, schedule and work activity resource and materials details explaining assumptions, productions, constraints and risks. Able to receive constructive feed
back from review meeting and make agreed changes without negative consequences.

3. Complete entire bid package documents and proposal letter including defining scope, comprehensive inclusions and exclusions to eliminate risk. Deliver and submit complete and accurate bid proposal either electronically or physically prior to deadline.

4. Follow up on private bid submissions to answer questions and negotiate the provisions of the contract to ensure the owner understands the value of our firm and to eliminate our risks.

5. Prepare budgets, purchase orders and subcontracts for successfully bid projects. Prepare detailed project handbook for construction managements use in building the project. Lead the project hand-off meeting from the estimating department to the
construction team to ensure complete understanding of the project to achieve the best financial outcome. Monitor projects progress to provide constructive feedback to the project management team.

6. Develop and maintain construction activity database to include past construction costs and bid units to aid in precise cost estimates, predict and understand competitors and market conditions to maximize project margins.

7. Attend project meetings with project team to offer constructive opinions and ideas to maximize project success. Attend and participate in agency/owner pre-bid and pre-construction meetings.

8. Communicate effectively (verbal, listening, written) and work with difficult personalities under high stress situations. Be self motivated, team-player with good interpersonal skills; ability to maintain positive customer relations and act
courteous/respectful of others.

9. Performs other duties as assigned.
